There might be other reasons for high priority besides foreground window. It could be a prioritized program or protocol.

Automatically set a high priority for the process in the active window.
not work right, when i disable this.. still working..
because of this, some applications start to lag
that is, this function continues to set high priority for all applications even if it is turned off
