After every restart or starting up in morning, Cfos traffic window is closed

I just found 2 other issues, if I enable the traffic shaping my download speeds from steam run from a 27.5 up to a 50.2 and continues to fluctuate between those ranges. If I disable the TS the download rate s 58.7 to 59.8 and it stays in that range, if I open the settings window and try to drop the rate from normal to a lower setting, I cannot move it.

OS: windows 11 pc
In the morning when I start up my PC, or if I have to restart the pc. The window does not appear, I have to go to the right click menu and tell it to show window.
I have tried a reinstall, and a removal and reinstall, Problem does not change
