Program Prioritization doesn't work properly

I'm a bit confused with they way it worked. I tried putting Steam related exes to lowest priority in "Program Prioritization" section so it should be working and set permanently right? but in the "Current Connection" section, it just show Steam in "high priority" and putting it to low priority on that same section just temporarily did it and then goes back to High back. I tried on other software like "Chrome" and that doesn't work either. I found another post talking about this but never heard any solution or response from dev team..
